Financial Transparency

Thank You for choosing Bradford Regional Medical Center for your healthcare needs. We appreciate the opportunity to serve you. Bradford Regional Medical Center is committed to public disclosure of pricing information, participating health plans, billing and collection practices, and financial assistance programs. Here you will find information on:

Bradford Regional Medical Center is a participating provider in many health plan networks. You can find a list of the plans in which we participate by clicking here. Some health plans use smaller networks for certain products they offer. It is important to check whether we participate in the specific plan you are covered by.

Also, Bradford regional Medical Center contracts with a number of physician groups, such as anesthesiologists, radiologists, intensivists, hospitalists, pathologists, emergency medicine physicians, cardiologists, and other specialists to provide services at our hospital. It is important for you to know that the physician services you receive in the hospital are not included in the hospital’s charges. Physician groups who provide services at the hospital may be independent voluntary physicians and/or groups who bill for their services separately. You should check with the physician arranging your hospital services to determine in which plans physicians participate.

You should also check with the physician arranging for your hospital services to determine whether the services of any other physicians will be required for your care. Your physician can provide you with the name, mailing address and telephone number of any physicians whose services may be needed. Hospitals are required by law to make available information about their standard charges for the items and services they provide. This information is available by clicking here or by contacting our Patient Financial Liaison at 814-362-8570.

If you do not have health insurance, you may be eligible for assistance with paying your hospital bills. Information about financial assistance is available by clicking here or you may contact our Financial Liaison at 814-362-8570.

DISPUTING YOUR CHARGES

If a patient feels the charges for emergency services or a surprise bill are above the normal in network charges they can file a dispute with the Superintendent of the Department of Financial Services who will assign the dispute to a certified Independent Dispute Resolution Entity. BILLING AND COLLECTION

Bradford Regional Medical Center recognizes its moral and legal responsibility to provide medically necessary care to all persons regardless of ability to pay. Emergency services and treatment is not delayed or denied pending determination of coverage or prepayment or deposit. Fear of a hospital bill should never get in the way of a patient receiving essential health services from this institution.

Where patient care has been provided, hospital staff will review the patient’s account to determine if reasonable efforts were undertaken to ensure that financial assistance was offered and/or if financial assistance is appropriate.

Patients with no insurance will receive a “self-pay” discount. No patient is billed at full hospital charges. For non-emergent services, payment is expected at the time of service.

If patient is unable to pay at time of service, a payment plan can be established that takes into account a patient’s financial situation.

Those individuals that the Hospital reasonably believes have the ability to pay will receive monthly statements using the following guidelines:

  1. Initial statement sent from extended business office
  2. In approximately two (2) weeks, patient will receive a courtesy call to be sure bill was received and to help answer any questions the patient may have. It is also an opportunity to obtain insurance information that we may not have had when services were rendered
  3. If account remains unpaid, patient will receive a second statement thirty (30) days after initial statement
  4. If still unpaid, patient will receive a third statement approximately 60 days from first statement
  5. If no payment activity occurs after the third monthly statement, a collection letter will be sent to the patient. If no response is received within 30 days, the account will be assigned to an outside collection agency

At any time during this billing/collection process patients are encouraged to contact our extended business office at 814-362-8570 or 1-855-842-4208, Monday – Friday - 8:30 AM to 7:00 PM with questions.

HOW WE GET PAID FOR YOUR CARE

Hospital care payment is determined by standard fees established by Medicare and Medicaid.  Private Health Insurance rates are negotiated thru individual contracts with our hospital.  Patient responsibility may vary depending on the individual’s policy with their health care carrier.

HELP PAYING YOUR BILL

Bradford Regional Medical Center recognizes that there are times when patients in need of care will have difficulty paying for the services provided. Bradford Regional Medical Center’s financial assistance program provides discounts to qualifying individuals based on income. In addition, we can help you apply for free or low-cost insurance, if you qualify. Just contact our Patient Financial Liaison at (814) 362-8570 for free, confidential assistance.

Who qualifies for a discount?

Financial assistance is available for patients with limited incomes and no health insurance.

Anyone who needs emergency services can receive care and get a discount if they meet the income limits.

Everyone who lives in McKean County or the surrounding area can get a discount on non-emergency, medically necessary services at Bradford Regional Medical Center if they meet the income limits. You cannot be denied medically necessary care because you need financial assistance.

Financial assistance is contingent upon a patient’s cooperation in following Bradford Regional Medical Center’s application requirements listed below.

Can someone explain the discount? Can someone help me apply?

Yes. Free confidential help is available. Call our Patient Financial Liaison at 814-362-8570.

If you do not speak English, Bradford Regional Medical Center has an interpreter service to help.

A hospital representative can advise you how to apply for free or low-cost insurance, such as Medicaid, Child Health Plus or Family Health Plus.

If the Patient Financial Liaison finds that you do not qualify for low-cost insurance, they will help you apply for a discount. You will receive help completing forms and they will tell you what documents you need to provide.

What do I need to apply for a discount?

Bradford Regional Medical Center will require a completed Financial Assistance application and proof of income, such as a tax return or pay stubs. We may also request a Medicaid denial letter.

If you cannot provide any of these, you may still be able to apply for financial assistance.

Financial assistance applications may be obtained from our financial liaison, cashier and/or registration department. Forms are also available on our website by clicking here. You may also request an application and copy of our policy by submitting a written request to Bradford Regional Medical Center, Attn: Patient Financial Liaison, 116 Interstate Parkway, Bradford, PA 16701.

What services are covered?

All medically necessary services provided by Bradford Regional Medical Center are covered by the discount. This includes outpatient services, emergency care and inpatient admissions.

How much do I have to pay?

Financial Assistance Plan eligible individuals will not be charged more than the “amounts generally billed” to insured individuals for emergency or other medically necessary care. This is referred to the AGB or the “self-pay” rate.

Depending on your income, you could qualify for up to 100% off the self-pay rate. Our Patient Financial Liaison will give you the details about your specific discount(s) once your application is processed.

How do I get the discount?

You have to fill out the application form. As soon as we have proof of your income, we can process your application for a discount according to your income level.

You can apply for a discount before you have an appointment, when you come to the hospital to get care, or when the bill comes in the mail.

Send a completed form to Bradford Regional Medical Center or leave it with the cashier located in the main registration area. You have up to240 days after receiving services to submit the application.

How do I know if I was approved for the discount?

Bradford Regional Medical Center will send you a letter usually within 30 days after completion and submission of documentation, telling you if you have been approved and the level of discount received.

After applying the self-pay discount and/or after being approved and assigned to the appropriate financial class, you will be billed for any balance due. If the account remains unpaid after appropriate billing attempts, the account may be sent to a collection agency.

What if I receive a bill while I am waiting to hear if I can get a discount?

You cannot be required to pay a hospital bill while your application for a discount is being considered. If your application is turned down, the hospital must tell you why in writing and must provide you with a way to appeal this decision to a higher level within the hospital.

What if I have a problem I cannot resolve with the hospital?

You may call the New York State Department of Health complaint hotline at 1-800-804-5447.
